I strongly favor setting very rigorous standards for carbon emissions, in the context of a regional carbon market for Virginia through 2030 and beyond. Biomass burning and protections for historically burdened minority and low-income communities must be part of this plan. Time is running out for us to properly address this growing crisis that poses grave risks to humanity and global biodiversity.
