I strongly recommend that Virginia take steps towards or joining the Regional Green House Gas initiative.  Clean fuel sources like wind and solar reduce carbon emissions while creating more jobs than dirty fuels like coal and gas.  In terms of some key elements to stress, I support the concept of keeping emissions low by setting an initial base budget of 33 million tons.  I also support the idea of revenue from the emissions auctions being passed on to ratepayers.  Thank you for your consideration.  John H.
