I am in a neighboring state but commerce brings me into Virginia.  The proposed regulation would create a significant disincentive for me to do business in Virginia.  I don't go where I cannot protect myself and that would include your tax offices, licensing offices and any other point where I would interface with the Commonwealth as an entity.
