This is a solution for which there is no problem.  All but two of the public massacres in the last sixty-five years have been committed by criminals and terrorists in “gun-free zones,” which is exactly what this regulation creates.  Even off-duty police officers are prevented from carrying.  Law-abiding citizens will obey this regulation, while criminals will ignore it.  How does that make any sense?
