As a US citiczen, it is my right to vote.  If I go to another country, I do not have that right.  No person who is not a citizen should be able to slip through the voter registration process because some elected official is afraid to deliniate those who are citizens versus those who are not or worse is trying to demean the privilege of being a US citizen.  Only citizens should be allowed to vote period!!!!!
