The check boxes are an easy way for potential voters to determine if they are eligible to vote. Removing the check boxes, and relying only on a signed affirmation, may result in individuals registering when they are not eligible. Why make a form that is easy to understand more difficult, and less likely to serve the purpose for which it is intended? Voting by ineligible individuals - whether intentional or unintentional - diminishes the value of votes cast by eligible individuals.
