Public comment is sought on the review of any issue relating to this regulation, including whether the regulation (i) is necessary for the protection of public health, safety, and welfare or for the economical performance of important governmental functions; (ii) minimizes the economic impact on small businesses in a manner consistent with the stated objectives of applicable law; and (iii) is clearly written and easily understandable.

(i) TRAP is about restricting access to family planning services. Restricting acccess to healthcare is obviously not necessary for public safety or wellbeing.

(ii) Since it's whole purpose is to introduce onerous regulatory burdens on family planning services, the economic impact is severe by design.

(iii)  Since it is an attempt to do an end run on the constitution its purpose is obscure by design.

TRAP is Ken Cuchinelli's worst legacy, and he can take it with him as far as I'm concerned.
