Hows is DMAS going to monitor the different levels of case management clients.  Someone who is low level one day may be a high level another day.  The clients do not fit between two pages of a book or a document.  How do we know how to measure how case loads are supposed to look when our clients are in different places. 

Also, the amount of work that you are putting on LMHPs in a state that everyone is concerned about seems counterproductive and will further push LMHPs out and into something else.
