I support the proposed regulation to require non-discriminatory adoption in Virginia.   Many children need loving adoptive parents regardless of their sexual orientation.  Some of the most devoted parents I know are those who are gay or lesbian and have adopted children.  Parents with disabilities, parents of different races or ethnic groups than the child  --often have yearned for a child and can make wonderful parents if they meet the other requirements..
