It is also my opinion as is Kathryne Presson's that IR's and six month cert periods are hardships on customers and Benefit Workers.  My recommendation would be for the worker to decide if the case calls for a six month period, otherwise giving 12 month cert periods while requiring customers to report changes as policy calls for now.
