Passing the storm water regulation would be a economic blow to Virginia. "
There need's to be a better study on how to combat the problem. The answer shouldn't always be to pass on the cost to developers who in turn pass them on the citizens. I incourage more time to find a way that is not going to be burdened onto an already "taxed to death" consumer.
