It is very unclear as to how the benefits gained from additional regulation will enhance the standard of living for Virginians.  I have received a significant amount of information that indicates these regulations will increase development costs which could significantly impact capital expenditure decisions by developers and more significantly local businesses trying to grow their businesses.

Such regulations are not limited to businesses but would also impact School projects, as well as, county government projects.  When counties are looking to expand or improve infrastructure to meet the needs of its citizens, we should not be establishing layer-on regulations that could prevent them to achieve those goals.

The Soil and Water Conservation Board must evaluate the possible reduction to the overall State, reduced captial expenditures within the private sector will reduce state revenues.   Reduced state revenues, combined with increased project cost at the public level for given public infrastructure projects (i.e school or county buildings) in not highly adviced at we look to grow our economy.
