It would appear that no one has done any ecconomic analysis regarding this new regulation. I am very much in support of cleaning up the bay, but this regulation will make a lot of prime land currently zoned and designatied for developement either unavailable for use or too costly for developement. In addition, most of the local governments are ill equiped to understand and enforce this regulation. This will raise costs and taxes at the local level.
