I'd support this new law wholeheartedly if I felt that it would be a major factor in cleaning up the Chesapeake Bay and the James River. Unfortunately, the major source of phosphorous and other elements which are clouding the waters are not a result of point-source pollution but NON-Point source pollution including acid rain and significant agricultural runoff.
The HBAV has offered a solution which will build a warchest for the state to improve non-point runoff without penalizing economic development efforts. Such a warchest will allow for investment in new technologies that will be able isolate and remove pollutants from point-source and non-point source polluting elements. After all, this problem will not be resolved without new technologies or until we can teach the cows to use the toilet. The new technologies must find a way to be funded in this dire economic time.
The HBAV proposal should be considered more closely prior to the implementation of the Governor's proposal .
