The profit of a few has influenced much of our current regulations, which has led to our current problems with the Chesapeake Bay. Until the citizens realize their drinking water is in danger, I don't think most folks will pay attention. The new "trade-off" clause is absurdely stupid. It gives the polluters an "out", no progress in that. And if the localities don't have any actual consequences for breaking the regulations, who does? If the work is done on weekends, or if no one is watching, what then? Let's make some new regulations stick!
