Guidance Document Change: In 2021, the Virginia General Assembly passed House Bill 1904 and Senate Bill 1196, and was signed into law by Governor Northam. The law establishes new requirements to support culturally competent educators in the Commonwealth. The Guidance on Cultural Competency Training for Teachers and Other Licensed School Board Employees in Virginia Public Schools was developed for the Board to fulfill the statutory mandate to provide guidance on the minimum standards for the local training requirement.

Culture competence hurts no one and rewards everyone. It simply allows teachers to be more aware of their teaching styles and recognize when some practices could be unknowingly harmful to their students. Students feel more welcome in the classroom if a teacher can address unspoken tensions, hidden uncomfortableness, and more. Imagine being a young, impressionable child and receiving an education where you don’t feel you’re reflected in the curriculum at all. How lonely, exclusive, and passively aggressive that feels. A switch to more inclusive practices would not “take attention away from others”, but rather make the classroom feel like a family instead of a hierarchy. Kids learn young, and take passive messages to heart. These impact them for the rest of their lives. Who wouldn’t want for them to feel included and more confident in the classroom, a comfort that could affect their outlook on life for years to come?
