| Goals of Regulation |
To protect public health and/or welfare with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth. To reduce emissions from vehicles by establishing criteria and procedures for certain fleet owners to purchase a percentage of the total number of new covered fleet vehicles as clean-fuel vehicles. |
