Goals of Regulation To protect public health and/or welfare with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth.

To establish consistent procedures and requirements for the issuance of VPDES permits for the discharge from pesticides applied directly to surface waters to control pests, and/or applied to control pests that are present in or over, including near, surface waters in order to effectuate the proper and comprehensive protection of state waters.
