Description This regulation specifies the method to be used in determining a family's Aid to Families with Dependent Children (AFDC) eligibility when the stepparent of the AFDC children resides in the home but is ineligible to receive AFDC assistance himself. The regulation establishes a state setpparent deeming procedure which supersedes the federal deeming formula except in cases in which the child's parent fails to cooperate with the Division of Child Support Enforcement in the pursuit of child support.
