This bill should be passed. It's all about keeping things transparent. It has nothing to do with Kill or No Kill. It's to keep a paper trail of the Shelters activities. Why would some Shelters not want this ? If their not doing anything wrong they have nothing to hide. So many States are moving in this direction. My State being one, Massachusetts.
