As I look over the requests being made, I am dumbfounded that these recommendations were not already requiremets for county shelters which receive tax funds.  You would think they would have to answer to someone at the end of the year explaining where the money was spent.  Who wants tax dollars spent on euthanzia solution?  Private shelters will be harder to keep track of, but I would not be surprised if they didn't do a better job of record keeping than govt run facilities.
