I am opposed to the regulations as written because they will increase sprawl and cost the State many jobs. The nutrient trading idea helps, but it is limited to rural areas and it is unnecessarily burdened with red tape and paid commissions to DCR. There is a better way to insure water quality in our rivers and streams by adjusting these requlations and the nutrient offset plan. Given the current economy and development climate, delaying the regulations will not cost us water quality because there is little or no development currently proposed.
