The state (and federal) government does not need to grant funds to companies looking to develop new clean energy technologies. The best thing the government can do to encourage these kinds of developments is to remove barriers. Tax free zones for research and development, remove wast regulations (these are environmentalists doing this work, it's largely self policing), remove licensing restrictions allowing for more "citizen science", streamline the patent process thus safeguarding the private property incentive, tax incentives for purchase and implementation of clean and renewable energy technologies, and... Well those are a good start.
