I am not in favor of PTs using "dry needling".  It is acupuncture no matter what you call it, and PTs have not been educated sufficiently to perform it.  It is a matter of public safety since they have not had the hours or education needed to perform it safely.  So it should not be in their scope of practice.  Rather it should be performed only by licensed acupuncturists.
