The law clearly states that voters must be U. S. citizens and be free of felony convictions. Administrative action to circumvent the law will allow more Democrat votes from those who are not U.S. citizens and those who are felons.  Of course the Governor wants this. Do not be so blatantly obvious in your willingness to allow the disenfranchisement of the legal citizens of VA.
