Since the current regulations were adopted, the required inspections have uncovered hundreds of violations. These were not trivial discoveries but rather entailed unsanitary conditions such as blood stained examining tables and unsterilized equipment, staff that was untrained or poorly trained, and violations of Virginia laws such as parental notification. Experience to date has demonstrated conclusively the need for these regulations and for them to continue in force. The recent disclosers regarding Dr. Steven Brigham emphasize this need. Without these regulations, how could the women of Virginia be protected from men like him who operate thoroughly unsanitary facilities. The women of Virginia deserve no less than the safety these regulations afford them.
