Targeted Regulation of Abortion Providers violates Roe v Wade. Virginia saw fit to pass these regulations. Now it's VDH's responsibility, not the Attorney General's,  to implement them. It's important to apply these regulations in the usual and customary way, which means grandfathering existing abortion clinics in the same way that existing hospitals are grandfathered.
