TRAP seeks to improve the quality of health care and standards across Virginia's medical facilities. The way I see it, any facility in Virginia that performs surguries on human beings should have high standards in order to substantially lower the risk of unintentionally spreading viruses and other diseases.
Perhaps current medical facilities should be "grandfathered in" when it comes to certain items such as parking lot size and janitorial space, but they should be held to the same basic standards of any other doctor's office when it comes to cleanliness and professionalism concerning health care.
