I would urge you to adopt regulations doing away with the practice of restraining inmates during pregnancy especially where it might put the woman or her child at risk.  I can't imagine that there would ever be a need to employ restraints that would imperil the fetus.  You perhaps can imagine, but surely with a little more imagination you can find another way to accomplish whatever it is without inhumanity.
