Shackling Pregnant Inmates During Labor, Delivery, Postpartum
 

I urge you to act with compassion toward pregnant inmates and their children and to restrict the practice of restraining pregnant women  in local correctional facilities throughout the Commonwealth.  No states that have restricted shackling have reported escapes or harm to anyone caused by these restrictions.  In the interest of fetus' health as well as mothers' health, I urge you to follow the lead of the VA Dpt. of Corrections and limit use of these restraints.
