Basis for recommendation:

For 8VAC20-40-60, the Virginia Department of Education must provide quality assurance for the gifted programs throughout the state.  The VDOEs review and approval of local five year plans provides this service and should continue.

For 8VAC20-40-70, this document should be explicit when describing funding for gifted programs in the state.  By repealing this section, some school officials may interpret silence on funding in this document as giving them the ability to redirect resources away from gifted education. 

Other proposed revisions are very well done and provide greater clarity to the regulations governing Gifted Education in Virginia.
