In order to fulfill this proposal would be expensive and difficult. Giving each gifted student an IEP would require the hiring of someone to write and provide the services for the IEP. Many school systems, mine included, do not have a teacher just for gifted students. Also I believe that this proposal would lead to gifted only classrooms at the elementary level. This set up would cause gifted students to be set aside from other students - much the way other special education students used to be. The same stigma would be attached except now in reverse. It is difficult enough to encourage some students to see academic acheivement as a positive. To set those students apart would continue that trend.
