Sir / Ma'am; I support the proposed regulation, BUT strongly recommend that it also include lawful open carry.  I believe that current VA law allows open carry statewide, and feel that State Forests and other such state agencies do not have the power to ban openly carried handguns.  I recommend you approve the proposed regulation and also include open carry to be legal in State Forests.  Thank you.
