I think that this is long overdue. The state needs to follow the lead of private industry. It is disappointing that Virginia has lagged in this area. The current policy makes our state government less competitive with other Virginia employers, and it endangers the standing of our public universities, who are at a disadvantage compared to the universities of other states, both public and private.
