Designated staff- Proposed regulation 22VAC10-61-330

The designated staff requirement will place an onerous burden on most centers in the Commonwealth, especially those in small towns and rural areas.  Therapists graduate with the expectation of a salary that may equal that of two or three staff members at a small town or rural center and it is very difficult to attract them to said areas.  The recruitment process alone would cost centers precious time and money, two things which are in short supply in most small centers.  What is the rationale for this change?  Is there hard evidence that warrants the exclusion of qualified and experienced care givers and activities coordinators because they don't carry the title of Occupational Therapist or Recreational Specialist?  This change would cause a serious disruption in the adult care center arena and I urge you to reconsider.  Thank you.
