The purpose of Adult Day Care is to provide care and companionship for older adults who need assistance or supervision during the day.  Families seeking options to deter the placement into a long term care facility turn to  Adult Day Care to receive proper care in a safe and friendly environment.  The proposed regulations will significantly impact the operations of Adult Day Cares across the Commonwealth.  I have reviewed the concerns posted and agree with the comments particularly as it pertains to increased staffing requirements.  As a retired Licensed Nursing Home administrator, a current Board member of an Adult Care facility and a family member of an enrolled older adult, I see these regulations overreaching the level of care an Adult Care facility should be giving.  There is already a shortage of Adult Care facilities in the Commonweatlh and establishing burdensome regulations which will cause financial hardships for the facility and for families will not solve the need for viable community based care.  I respectfully request the industry wide concerns to be addressed prior to their adoption.
