As a transgender woman I know first-hand how important it is to have a birth certificate updated to reflect your gender.  It's about now than Virgina, it's about the regressive and harmful laws in the states that we travel to.  It's about reducing occurrences if discrimination triggered by missmatched identity documents.  It's about removing hurdles that have negative financial impact.  It's about improving the mental health of a population that suffers from stigmatization and discrimination.  Transitioning is a difficult path, no one undertakes it lightly so, there's no reason to make the process any harder.
