This proposal eliminates the choice of living in a group home with paid staff. The proposal should be amended to allow people with disabilities and their families and guardians to make that decision, not the Commonwealth. Why would Virginia eliminate any of the few housing choices that people with disabilities have? Does Virginia believe that people with disabilities and their families and guardians are incapable of making this decision? Is the decision whether to choose live-in staff one that the Commonwealth of Virginia must make on behalf of its citizens? Is this proposal not, in fact, contrary to the federal mandate to free people from state restrictions? Please amend the proposal.
