Remove ICS Course Requirement

Under 6VAC20-270-30 Compulsory minimum entry-level training and certification standards, remove number 7 "Complete the online course Introduction to Incident Command System for Higher Education (IS-100.HE) as provided by the Emergency Management Institute at the Federal Emergency Management Agency (FEMA)," as only public institutions are required to be NIMS/ICS compliant.  Most private institutions have Emergency Management Plans that are not NIMS/ICS compliant and this requirement is wasted training time/money for privates with CSOs.  Public institutions should provide this type of training to their CSOs because their Emergency Plans are NIMS/ICS compliant, but it should not be required for all institutions.  I find no other DCJS certification standards that include this NIMS/ICS requirement, only the CSO certifications.  Thanks for listening.
