The proposed regulations will NOT stop or shut down PETA...and stopping/shutting down PETA does not appear to be the intent, either.  Furthermore, if enacted the regulations will NOT require or even suggest that all pounds and shelters abide by the No Kill doctrine. That is also not the intent.  If adopted, the regulations WILL mandate accountability and transparency in the reporting at VA pounds and shelters. Taxpayers whose hard earned dollars pay for government pounds and donors whose contributions support private shelters, have a right to know how/if their dollars are being spent to save animals rather than kill them.
