This is a no-brainer. These are steps that should be in effect in ALL shelters FOR THE ANIMAL'S PROTECTION. I further question the motives of why anyone would oppose this unless they have something to hide, don't give a d@mn about the animals, or don't want to be bothered to take the two minutes required to fill out the paperwork to protect the animals they supposedly care for. This entire legislative process is much larger than the state of Virginia. Thanks to social media and the news media the world is watching and waiting. Hopefully Virginia will do the right thing and sign this legislation to protect those who can't protect themselves.It could be YOUR pet or YOUR CHILD'S pet that escaped your yard, or home, or carrier. Without this legistation your pet could be immediately put to sleep, by purpose or by accident, without accountability and you will never know why. This legislation is necessary to prevent these types of errors. I see this as similar to the proceedures currently in place in most hospitals when you go in for a proceedure. Checks and double checks to prevent these types of accidents and ensure the best possible outcome for all.
