I work for the Chesapeake Animal Services, I OPPOSE this petition. Every effort to identify owners for surrendering their animals is our highest priority. We take in stray animals no matter the circumstance. Records have been available and to allow them to be free of charge would take away from funding that could be used to help the animals in the shelter. The cost is small but over time adds up.
