I wholeheartedly support this petition, and would like to add that PETA and similar organizations should be investigated for unethical practices that are contrary to their stated missions.  Please pass this bill and require record-keeping and oversight.  Animals deserve compassionate treatment, as the words of the great Ghandi put it: "the greatness of a nation and its moral progress can be judged by the way its animals are treated."  I support this petition as a Virginian, and hope you will, too.  Let us make the Old Dominion a leader in animal compassion.
