Shelters should be focused on providing housing and care to homeless & unwanted animals. Most shelters in this state are already severely under-staffed and additional recordkeeping will do nothing to improve the quality of an animal’s life once it enters the shelter; additional recordkeeping will simply divert scarce resources and manpower away from the animals themselves.
