Adding to the administrative duties of the shelters and keeping them from their real job (to help animals) is NOT going to help those animals. I oppose this envisioned change in the rules.

People who believe that pet overpopulation is a myth (like Mr. Winograd does) have NO understanding of the real world normal shelters have to live in.
