I agree that it is time to make all shelters and organizations, especially PETA, to be required to record, report and make available all information concerning any animal surrender or euthanasia, so that it can be confirmed that every effort was made to heal, adopt out or foster the animal before any other action was taken.

It is time for transparency in all transactions, no matter what a business does.
