The records that shelters are required to keep are very complete now.  Our shelter has been asked for records from time to time with FOIA requests.  We are happy to provide the informations, since we are honest and transparent.  However, it is also nice to ask for the cost of the time and printing.  This petition appears to ask for regulations, with the hope that shelters will be "caught" doing something inhumane.  After 30 years in the animal welfare field, I know that shelter employees and boards of non-profit organizations are compassionate and humane, working very hard to make difficult decisions.
