Our agency is opposed to this petition.  Virginia already demonstrates remarkable regulation and transparency.  The provisions of this petition will impose a substantial burden on all shelters.  The labor and costs to generate limitless records for free will negatively impact actual care for animals.  These provisions may discourage veterinarians from working with and caring for shelter animals, as they may not wish to be unfairly scrutinized, second guessed and criticized for decisions they make.
