The purpose of the regulations proposed in this petition is clearly to hamstring shelters in an attempt to get them to turn away animals that are difficult to find adoptive homes for such as feral cats. While it is unfortunate that many feral cats must end up being euthanized, in most cases that is the best option for public health, private property rights, native wildlife protection, and yes even the feral cats themselves. Feral cats live short brutish lives filled with injury and disease. Painless euthanasia is preferable to getting run over by a car, lapping up spilled anti-freeze, or the slow lingering death from internal parasites or an infected abcess. While shelter activities should be transparent, the proposals suggested in this petition are not the answer. Please reject this petition.
