Shelters should maintain records that are available for review by the general public. They should also verify that the animal being taken in actually belongs to the person who surrendered it, as it could be a neighbor who did not want the animal around. All records should be transparent, especially if the animal is euthanized. Moving this forward would make the shelters accountable for each animal that walks through their doors and to what degree the shelter made efforts on the animal's behalf to ensure a positive outcome for that animal.
